TEHRAN (Press Shia) – The United Nations Security Council failed to adopt a Russian-drafted resolution on Saturday that would have condemned the aggression against the Syrian Arab Republic by the US and its allies in violation of international law and the UN Charter.

Only Russia, China and Bolivia voted in favor of the draft resolution, Reuters reported.

Eight countries voted against the draft, while four abstained. A resolution needs nine votes in favor and no vetoes by Russia, China, France, Britain or the United States to pass.

During the meeting, US Ambassador to the United Nations Nikki Haley said the United States was prepared to sustain its pressure on Syria following the attack, as Russia accused Washington of "hooliganism" and a major breach of international law.

"The time for talk ended last night," Haley told the UN Security Council.

"We are prepared to sustain this pressure if the Syrian regime is foolish enough to test our will. The United States is locked and loaded," she said.

"When our President draws a red line, our President enforces a red line."

China's ambassador to the UN, Ma Zhaoxu, said Beijing supported the resolution because unilateral action "runs counter to the UN charter … and violates international law."

The Syrian ambassador to the UN, Bashar Jaafari, condemned the US, France and the UK as "liars, spoilers, hypocrites" and said they are undermining international peace and security rather than maintaining it. A

ccusing the three nations of pursuing a policy of "interference and colonialism," Jaafari asked the Secretariat to distribute copies of the UN Charter to those nation in order to "enlighten themselves, and awaken themselves from their ignorance and tyranny."

Bolivia's ambassador rapped Haley for her comments, adding that international law would "prevail" and that he'd heard her comments with "a great deal of concern and a great deal of sadness."
